LEAGUE RULES

ADDING PLAYERS TO ROSTER

  • No players may be added to the roster 4 weeks before playoffs.
  • Internal League rules apply followed by FIFA rules if applicable.
  • Teams that do not have the appropriate number of players registered; after 5th week in the season no game will be schedule, resulting in a forfeit for each game not played.

 CO-ED DIVISION

  • Men & woman may play in their respective categories and the co-ed
    division at the same time.
  • To qualify for the playoffs a player must participate in a minimum of four season games

PROTEST IN ORDER FOR A PROTEST TO BE REVIEWED

A) Protesting team must be in good standings; with all fee’s paid in full: Player Registrations, Team Entry, Team Bond, past ref fees, forfeits, fines and late fees.
Solo equipos que esten en buen estado; (sin deudas: que no deban Entrada, Arbitrajes pasadas de defaul y todos sus jugadores registrados) podran protestar juegos en duda.
B) The Coach (not a player) must protest game with Field Manager and Officials at the beginning, half time or the ending game.   El entrenador (no un jugador) deben protestar con el encargado del campo o los arbitros al inicio, medio tiempo o al final del juego.

  • The Coach must sign the Roster and write on the roster “the game was played in protest.”
  • Asentarlo / Escribir la protesta en la cedula

C) The Coach must follow up game protest with e-mail. (ricky@californiasoccerleague.com),  text message 619-247-4910 or by text message to the office 619-867-7162.

  • In order for a player to be deemed an eligible player he/she must complete the online Player Registration prior to the start of the game.
  • Coaches are responsible to insure all players on the field are registered online,www.californiasoccerleague.com and appear on roster.
  • Once the use of an ineligible player is confirmed Teams forfeit their game/forfeit bond protest is confirmed of.

FORFEITS

Teams who don’t show up to a game lose the game 5-0 and forfeit the Bond or pay both team official fees.  Teams who are present but without enough players to play lose the game 1-0 and forfeit the Bond or pay both team official fees.  The minimum number of players required for a 11v11 team is six players on the field and one goalkeeper (total 7).  Minimum players for 6v6 is three players on the field and one goalkeeper (total 4).  A team which has forfeited two games in a row or a team without the Bond paid may be withdrawn from the league without notice and no refunds issued.

Teams that win via forfeit must have paid their bonus and entry fee to gain their points. Otherwise, teams must pay their referee fee to gain the points for the win and qualify for playoffs.

PENALTY SHOTS

  • A 6v6 tie game will result in (3) penalty shots from 9 steps; 11v11 is (5) penalty shots from 11 steps.
  • The goalkeeper that is playing at the end of the game, must stop first (3) shots to goal (sudden death follows/goalies may be switched then). 11v11 goalkeeper must stop first (5) shots to goal.
  • Only one goal will be added to the winning team (ex: tie game 4 to 4, result 5 to 4).

NO ALCOHOL or SMOKING ON PREMISES

  • CSL holds a zero tolerance Alcohol and Smoking ban on all fields, parking lots or locations California Soccer League hosts games or practices.
  • A $500.00 team fine will be imposed if someone is observed drinking any alcohol, including team spectators. (team fine will be imposed).  Players & coaches please be aware of your fan’s conduct.
  • Second offense, team will be removed from the league and no refunds awarded.

BALLS & GOALS

  • Each team with the required minimum number of players must arrive prior to the scheduled game start time. Teams arriving a minimum of 5 minutes past start time will forfeit one goal to the opposing team with a full squad. If both teams are short players each team will forfeit one goal. First and last teams to play are responsible for setting up and putting away the goals. Fines may incur if not.
  • All teams must provide a ball in good playing condition.  Teams that do not provide a ball in playing condition risk awarding an automatic goal to the opposing team initiating game. (Example start game 1-0 in favor of team that presented ball in good playing condition)
  • First & last teams to play are responsible for setting up and putting away the goals. Fines may incur if not.

RULES OF SECURITY DEPOSITS/FORFEIT BONDS/PENALTIES: Teams playing the last game of the day/night are responsible for dismantling their goals otherwise they will be penalized with a fine of $ 10.

Refundable League Bond

All teams are required to pay a League Bond that is refunded to the tea when:

  • All fees are paid in full, Team Entry, Player ID’s, Forfeits, Officials, smoking-fighting-drinking, fines etc.
  • Team with a bond paid in full don’t pay the official fee when the opposing team forfeits
  • A team who doesn’t have a bond paid in full is responsible to pay the official fee regardless if opposing team forfeits
  • Team’s bond only applies when team entry is paid in full
  • League provides discounted, “pay in advance official fees” only when the team entry and bond are paid in full
  • The team completes the entire season
  • Team representative attends mandatory coaches meetings
  • If a team player or spectator engages in a physical or verbal confrontation the bond is forfeited

PLAYERS

 J1  Physical confrontation with Referee/Official. League expulsion

 J6  Retaliation to opponent’s aggressive play and misconduct. 2 months
 J7  Insulting opposing player/spectator. 1 week
 J8  Insulting a teammate. 1 week
 J9  Physical confrontation with team mates / opponents 6 month – 1 Year
 J10  Retaliation to teammates aggression. 3 month – 6 month
 J11  The attempt to cause bodily harm on player/spectator. 1 month
 J12  The attempt to cause bodily harm on a teammate. 1 month
 J13  Rough play (direct RED CARD). If a player receives 2 yellow cards, he/she may play the following game Expulsion & 1 weeks
 J14  Dangerous play (with bad intent). Expulsion & 2 week
 J15  YELLOW CARD followed by RED card (w/o rough play) Expulsion

 J25  Lack of respect towards Directors/Referees/Captains/Coaches. 6 weeks
 J26 Racial slurrs towards officials / spectators / players may result in the following  Four months
 J27 Players suspended from the league for six months or more must pay a $100 re-entry fee.  Fine
 J28 Threats toward officials or players, of causing bodily harm. 3 weeks

 TEAM CAPTAINS

 C1  For answering back to the referee in an incorrect manner. red card
 C2  For the action of involving players to abandon the field of play without justification. 2 weeks

 COACHES

 T1  For insulting the Referee. 3 weeks
 T2  For insulting your players. Caution
 T3  For insulting opposing players. 2 weeks
 T4  Inappropriate behavior towards fans. 1 week
 T5  For provoking your players to play with aggression (with bad intentions). 1 weeks
 T6  For the action of involving players to abandon the field of play without justification. 2 weeks
 T7  For coming on to the field without the Referees authorization. 1 week
 T8  For complaints to the referee about his decisions. Caution
 T9  For telling your players not to listen to the Referee. Caution

SIX ON SIX

  1. NO OFFSIDES
  2. NO SLIDE TACKLES: Only goal keeper in their penalty area.
  3. SUBSTITUTIONS: Unlimited substitutions at mid field/on fly, when other player exit field.
  4. PLAY TIME: 25 minutes halves/5 minute rest time.
  5. LATE TEAMS: No wait time during Tournaments play, 10 min wait time league play – first game only.
  6. GOAL KICK: May not cross half field; if so, ball will go to other team at half field.
  7. PLAYERS: Must have at least (4) four players to avoid forfeit, Maximum players on the field of play (6) six, Maximum on roster open.
  8. TEAMS: Coaches and team are responsible for their entire sideline (verbal abuse conduct, profanity, etc.) Game suspension may result if unacceptable conduct persists.
  9. PHYSICAL CONFRONTATION:  Any physical confrontation towards players or referee, TEAM may be disqualified from tournament or League play. NO EXCEPTIONS.
  10.  Team Brawl (Batalla Campal): will result in both team being out of the league and losing their entry, bond and all player registration.
  11. TIE GAMES: stay tied during League games.
    For Tournament Play:   During PLAYOFFS; if result is still tied, (3) three penalty shots from the top of the goal box distance equals nine yards. If score remains tie: sudden death penalty shots. Goalkeepers that ended game must stand in goal for first three shots. Six different players must shoot before another player may shoot a penalty again.
  12. RED CARD: If a player receives a caution (YELLOW CARD) then a red card, that player may play the next game; depending on the severity of the Red Card. If a player receives a direct RED CARD, that player must sit out one game in addition to the one he/she was ejected from or depending on severity of the situation is cleared for playoffs.
  13. REFEREE FEE:   Must be paid before game time to avoid forfeit.

ADDITIONAL RULES FOR CO-ED

  1. WOMEN’S SCORE 2 points (goals) MEN’S SCORE = 1 point (goal)
  2. Men have a (4) four touch maximum play to the ball. After three touches to the ball, a teammate or an opponent must touch the ball before the same player may continue to dribble. On the fourth touch, the whistle will blow and the ball will be awarded to the other team.

 

CRITERIO UNIFICADO 2018, 2024 REGLAS

CSL
1- BALON (+ un gol)
Equipo que no presente balon al inicio del juego en buenas condiciones para jugar el partido; se le dara un gol (+un gol) al equipo contrario. Los arbitros tendran que informarles a los dos Capitanes o Coaches al inicio del juego de esta diferencia de marcador.
Solo se otorgaran 5 minutos para que puedan inflar su balon o presentar un balon al Campo en buenascondiciones. No pueden jugar con balon prestado de otro equipo para hacer la presentacion. Este balon tendra que estar en el juego durante el transcurso del juego. Ya los arbitros pueden aplicar el sentido comun si es que el balon sea volado a la calle o fuera del terreno de juego. En esa circunstancia no se le otorga gol al equipo contrario.

2- BARRIDAS
No se permiten barridas
Todas las barridas son de tarjeta amarilla
Un resbalon no es tarjeta amarilla
Rodilla en suelo no es tarjeta amarilla
Barrida para meter gol se dara Tarjeta amarilla y anulacion de gol
Barrida dentro del area se dara Tarjeta amarilla “NO ES PENAL” se marcan 9 pasos de la linea de gol y tiro libre indirecto.
Barrida fuera del área es amarilla y tiro libre directo.
6 vs 6 Barridas se reanudara la falta con tiro directo
11 vs 11 Barridas se reanudara la falta con tiro indirecto

3- PLAYERAS SIN NUMEROS A partir de la tercera semana de juegos todos los equipos deberan portar sus numeros en sus espaldas y si no es asi, antes de iniciar el primer tiempo se juntaran a los Capitanes / Coaches en el medio del campo y se les informara que jugador sin numero en su camisa sera amonestado.
Se les pedira salir del terreno de juego a que se pongan numero o camisa con numero, si no lo hacen sigue jugando el jugador en el terreno de juego, pero sera amonestado.
El portero tambien necesita numero.
Numero repetido no es permitido jugar en campo no se permitira jugar con numeros iguales.
Cada partido será controlado por el árbitro, quien tendrá la autoridad total (antes , durante y despues del termino del partido) para hacer cumplir las Reglas de Juego en el partido para el que ha sido nombrado.
Jugador con numero con tape, puede jugar pero si se le cae el tape se deberá amonestar al jugador y podrá continuar en el terreno de juego..
Los primeros 2 juegos se permite jugar sin uniformes o números, en el 3er juego de de la liga se aplicará el reglamento de no número, amarilla .

4- GOL
Un gol de Chilena es valido siempre y cuando no sea jugada peligrosa
El madruguete es valido; con balon parado. (SIEMPRE Y CUANDO NO HAYA TARJETA AMARILLA DE POR MEDIO, SI ASI LO FUERA SE TENDRAN QUE ESPERAR HASTA QUE EL ARBITRO INDIQUE CON UN SILBATAZO EL REINICIO DE LA FALTA).
Si un jugador quiere madrugar y el contrario esta totalmente parado frente al balon se le dara tarjeta amarilla al jugador porque tiene que estar retrocediendo aun sin que le indique el arbitro si esta a dos o tres pasos y quieren hacer madruguete y le pega al jugador tiene que seguir la jugada sin amonestar o repetir la jugada ya que se considera una distancia considerada.

5- INSULTOS
No se permite insultos al arbitro, coach, jugador contrario o porra por favor mantener conducta correcta a todo momento para evitar termino, y perdida del juego. Entrenador es responsable de “toda” la porra de su línea de banda. Para evitar perder el juego entrenadores necesitan controlar a su porra. Gracias

6-  TIEMPO
No hay tiempo de espera. Solo en el primer juego del evento (10 minutos).
EL TIEMPO NO ES DESCONTABLE !
Todo los juegos de 6v6 son de 25 minutos
El arbitro dara el primer silbatazo, es para hacerles presente estamos en el medio del campo o entrando al medio campo para empezar el juego en el proximo minuto !
El segun silbatazo comienza a correr el cronometro, mencionandoles a los jugadores que ya empezo a correr el tiempo; si es que no estan presentes en el campo todavia.

7- NO HAY FUERA DE LUGAR EN 6 v 6 solo en 11v11

8- JUGADOR EXPULSADO
Cuando un jugador es expulsado el equipo tendrá que esperar 10 min después para poder ingresar a otro jugador (no el expulsado) al partido, cuando se expulsa un jugador al min 20 o 24 antes de que finalize el primer tiem po o no tengan el tiempo suficiente para ingresar a orto judador (osea 10 min) al empezar el segundo tiempo podrán iniciar los 6 jugadores del equipo.

9- PARTIDOS SUSPENDIDOS POR DIFERENTES CAUSAS
Partido que sea interrumpido por alguna situación (Lluvia,apagon de luces o no encendieron las luces,peleas o algún otro incidente)quedara a citrerio de la liga si es que alguno de los dos equipos va ganando y en caso de que el encuentro este empatado la liga determinara si se continua la siguiente semana o se va a tiros penales,en caso de que haya judadores expulsados no podrán participar en la reanudación del juego ni en los cobros de los tiros penales.

10- PROTESTAS BAJO REGLAMENTO
Las protestas se podrán efectuar únicamente con el Regalmento en la mano y con bases firmes de la situación y tendrá que señalar el punto del reglamento que fue violado por el equipo contrario. Para protestar el juego solo el entrenador registrador “on-line” podrá hacer la protesta con $100 del de deposito.

11- SUSTITUCION DE JUGADORES
Los cambios deberán hacerse por el medio del campo. 6v6 podran realizarlo sin autorizacion del arbitro solo tendrán que esperar a que su compañero abandone el terreno de juego y por el medio campo .

12- BASURA ES LA IMAGEN DE LA LIGA
Con la ayuda de los jugadores coaches y porra vamos a asegurar que quede limpio el parque que usemos.
Esto es IMPORTANTISIMO para mantener el uso de los campos y la buena imagen HISPANA. Gracias por su coperacion.
LOS CAMPOS Y USTEDES SON LA IMAGEN DE NUESTRO EVENTO LATINO
Porfavor, como entrenadores y jugadores traten de recojer su basura y que ayuden en este aspecto de ayudar al medio ambiente.
Nota: Los Equipos que jueguen al termino de la noche o del dia (Domingos) serán responsables de ayudar a recoger las porterías y se les asignaran las porterías el lado donde su equipo haya terminado el partido.En caso de que no lo hagan seran acreedores a una multa de $ 10 dlls.

13. EDAD MINIMA REQUERIDA (adultos 6v6 / 11v11) es de 18 años.

14. EQUIPOS QUE NO SE PROGRAMARAN JUEGOS aquellos que no tengan pagado su ENTRY, BOND y no tengan el minimo de jugadores registrados.
Teams that will not be scheduled games: those that have not paid their ENTRY, BOND and do not have the minimum number of registered players.

15. ABANDONO DEL CAMPO/JUEGO PREVIO LOS 80 MINUTOS DEL JUEGO
Equipo que abandone el juego incurrirá en una multa de $80.00 que deberá pagar a más tarda 2 días después del juego. Este cubrirá la mitad del pago del arbitro del equipo contrario, el cual será aplicado como credito para la siguiente semana. Credito que solo sera valido si el equipo ha cubierto todos sus tarifas (Entry, Bond y todos sus jugadores registrados).

16. BANDA DE CAPITAN es obligatorio.
